Got a ticket in Porirua? Here's how to fight it
The short answer: council-issued tickets in Porirua — parking, bus lane, transit lane — are disputed in writing with Porirua City Council via Porirua City Council — parking fines and explanations. Officer-issued speeding and phone tickets are NZ Police notices and go to the Police Infringement Bureau; camera tickets (speed and red-light) are issued by NZTA (Waka Kotahi) since 2025 and disputed through NZTA's own safety camera notice process. Porirua gives you 28 days to pay and up to 56 days from issue to lodge an explanation — but refuses second appeals, so your first letter must be complete. Only the registered owner can query a fine.

What Porirua City Council says it will consider
- Porirua publishes no criteria — its form is a single free-text box and the page says only 'if your explanation is accepted, the infringement notice will be waived'. Its own LGOIMA answers show wardens do issue warnings (379 warnings against 596 tickets for one officer), so a first, minor overstay with evidence is worth putting properly.
What it says won't work
- A second appeal after a decline — Porirua says the only route then is a court hearing.
Published criteria are the council's discretion. The law adds its own tests every council must meet — was the restriction authorised and signed as the Traffic Control Devices Rule requires, was the alleged use inside the sign's hours, was the parking paid for, is the notice accurate. Our analysis checks those first.
What ticket enforcement looks like in Porirua
- Porirua's rules are unusually strict on process: only the registered owner may query a ticket, and a declined explanation cannot be appealed again — the next step is a court hearing. So the first letter has to carry every ground and every piece of evidence, plus the disclosure request for the warden's notes and photos.
- The council's own LGOIMA release says evidence held per ticket is 'photos & chalk book', that the 'Meter/Park #' field may be blank and that 'Dist from Sign' is an estimate. A stationary-vehicle notice is meant to carry the restriction, the distance from the sign and the meter or park number — check yours against the prescribed form and ask for the photos.
- The LPR car's first weeks focused on school zones. If a camera-car ticket alleges a driveway or yellow-line offence, ask for the image showing the actual kerb marking and the measured position — cl 6.9 of the Road User Rule treats a car within 1 m of a driveway's edge as obstructing it, so the photo has to show that.
- Officer-issued speeding tickets are NZ Police (Police Infringement Bureau); camera tickets on SH1 and SH59 are NZTA (Waka Kotahi) since 2025. Porirua City Council only handles its own parking notices.
Cameras and camera cars
A licence-plate-recognition camera car has operated since 4 May 2026, between 8am and 9pm any day of the week, starting around schools on broken yellow lines, driveways and footpaths. The council says every detection is reviewed by a warranted officer before a ticket issues. Ask for the images and that review record.
Paying, apps and machine faults
PayMyPark and pay-by-plate machines, Mon–Fri 8am–5pm. The council's advice on a faulty machine is to 'try another machine or use another form of payment, like the app, and report the fault' — so a fault alone won't excuse non-payment, but a fault report reference plus an app attempt will.
Poriruaby the numbers — Police's own data
We asked Police for five years of infringement outcomes under the Official Information Act. Here is what they recorded for the Wellington Police district between 2021 and 2025:
| Infringement notices processed | 657,561 |
| Notices waived (all reasons) | 12,192 |
| Waived after a written explanation was accepted | 1,736 |
| Sent unpaid to Ministry of Justice collections | 233,912 |
| Court hearings requested | 490 |
Source: NZ Police response to our OIA request, ref IR-01-26-24762 (July 2026) — the letter and full spreadsheet are on our data page. Provisional data from a dynamic operational database; includes all Police infringement notices, and 2025 camera figures cover January–June only (the camera network moved to NZTA on 1 July 2025). Police do not record how many disputes they receive, so these are counts — not a success rate.
The pattern is the same everywhere in the country: an enormous number of notices go unpaid to debt collection, a tiny number of people ask the courts, and a much smaller number than you'd expect simply write in — which is the one route that gets notices waived in the thousands each year.
Check your Porirua ticket — free honest read of your grounds
Photograph your ticket and we'll assess it against every ground that applies — the lane crossing rule, occupancy evidence, signage and authorisation, sign hours, payment failures, camera-car evidence, notice defects — and give you an honest read of your grounds, free. If it's worth fighting, NZ$9.99 gets the full case review and a ready-to-send letter addressed to Porirua City Council or Police, whichever issued it.

How do I dispute a Porirua parking ticket?
As the registered owner, use the online parking tickets portal, or send the council's explanation form to Parking.Bylaws@poriruacity.govt.nz or PO Box 50218, Porirua 5240, within 56 days of the ticket. Put every ground and all your evidence in — Porirua won't consider a second appeal. Allow 20 working days for a decision.
What if Porirua declines my explanation?
The council says it won't take a second appeal; you can pay, or request a court hearing in writing before the due date on the reminder notice. That's why the first letter should also ask for the warden's notes and photos — if the review has to be defended, the evidence gaps are already on record.
The pay machine wasn't working — is that a defence in Porirua?
Not on its own: the council expects you to try another machine or the PayMyPark app. If you did, or you reported the fault and have the reference, that's the evidence to attach. If you have a bank record of an attempted payment, attach that too.
Where do Porirua speeding tickets go?
Officer-issued tickets are NZ Police (Police Infringement Bureau); camera tickets are NZTA (Waka Kotahi) since 2025, disputed via NZTA's online form. The council only handles parking.
