Got a ticket in Nelson? Here's how to fight it
The short answer: council-issued tickets in Nelson — parking, bus lane, transit lane — are disputed in writing with Nelson City Council via NCC — parking tickets and reviews. Officer-issued speeding and phone tickets are NZ Police notices and go to the Police Infringement Bureau; camera tickets (speed and red-light) are issued by NZTA (Waka Kotahi) since 2025 and disputed through NZTA's own safety camera notice process. Nelson refers unpaid fines to court after the due date on the final reminder — 'generally 56 days from the date of issue'. Ask for the review before the due date on your notice, and don't pay first.

What Nelson City Council says it will consider
- Nelson publishes no criteria — its page says to 'explain why you are disputing the parking ticket, and provide as much information as you can to support your explanation'. Lead with the statutory elements and your payment record.
Published criteria are the council's discretion. The law adds its own tests every council must meet — was the restriction authorised and signed as the Traffic Control Devices Rule requires, was the alleged use inside the sign's hours, was the parking paid for, is the notice accurate. Our analysis checks those first.
What ticket enforcement looks like in Nelson
- Nelson's review is a written explanation with 'as much information as you can'. Its online form sits behind a My Nelson login, so the practical routes are email to parking@ncc.govt.nz or the Trafalgar Street counter. The council's own published court description says the officer who issued the ticket is its witness — which is exactly why you ask for that officer's notes and photos now.
- Nelson's first free hour must be registered at the meter or in PayMyPark in 15-minute blocks. A ticket during a registered free hour, or when the app session shows active, is a payment-record dispute: screenshot it.
- Nelson issues tickets on public photographs where the photographer will testify. A ticket you didn't see being written — and no warden saw — should prompt one question in your letter: who observed it, when, and where is their evidence?
- Officer-issued speeding tickets around Nelson–Tasman are NZ Police (Police Infringement Bureau); camera tickets are NZTA (Waka Kotahi) since 2025. The city council only handles its own parking notices.
Cameras and camera cars
No camera cars or bus-lane cameras are published for Nelson. Wardens check plates against paid sessions on handhelds, and the council has said (LGOIMA, 2023) it will issue tickets on members of the public's photographs if the photographer agrees to be a court witness — so ask who observed the offence and for their evidence.
Paying, apps and machine faults
Pay-by-plate meters and PayMyPark; the first hour is free (registered in 15-minute blocks), $2/hr after; mobility-card holders get double time in P30/P60 spaces. The council publishes no meter-fault policy — attach the transaction record.
Nelsonby the numbers — Police's own data
We asked Police for five years of infringement outcomes under the Official Information Act. Here is what they recorded for the Tasman Police district (Nelson, Marlborough and the West Coast) between 2021 and 2025:
| Infringement notices processed | 255,518 |
| Notices waived (all reasons) | 13,190 |
| Waived after a written explanation was accepted | 345 |
| Sent unpaid to Ministry of Justice collections | 83,347 |
| Court hearings requested | 205 |
Source: NZ Police response to our OIA request, ref IR-01-26-24762 (July 2026) — the letter and full spreadsheet are on our data page. Provisional data from a dynamic operational database; includes all Police infringement notices, and 2025 camera figures cover January–June only (the camera network moved to NZTA on 1 July 2025). Police do not record how many disputes they receive, so these are counts — not a success rate.
The pattern is the same everywhere in the country: an enormous number of notices go unpaid to debt collection, a tiny number of people ask the courts, and a much smaller number than you'd expect simply write in — which is the one route that gets notices waived in the thousands each year.

Photograph your ticket and we'll assess it against every ground that applies — the lane crossing rule, occupancy evidence, signage and authorisation, sign hours, payment failures, camera-car evidence, notice defects — and give you an honest read of your grounds, free. If it's worth fighting, NZ$9.99 gets the full case review and a ready-to-send letter addressed to Nelson City Council or Police, whichever issued it.

How do I dispute a Nelson parking ticket?
Ask Nelson City Council to review the ticket in writing — through the My Nelson online appeal (login required), by email to parking@ncc.govt.nz, or on the explanation form at 110 Trafalgar Street — before the due date on your notice. Explain the grounds, attach your evidence, and ask for the officer's notes and photos.
What happens if Nelson declines the review?
The council says you can pay without extra charges or tell it in writing that you request a court hearing. The hearing is before Justices of the Peace, with the parking officer as the council's witness; costs can be added if you lose, so pursue it only where an element is genuinely unproven.
Does Nelson's first free hour protect me?
Only if it was registered at the meter or in PayMyPark. If it was, the session record is your evidence; if you were ticketed inside a registered free period, that is the council's error.
Where do Nelson speeding tickets go?
Officer-issued tickets go to NZ Police (Police Infringement Bureau); camera tickets are NZTA (Waka Kotahi) since 2025, disputed via NZTA's online form. The council only handles parking.
