Got a ticket in Hastings? Here's how to fight it
The short answer: council-issued tickets in Hastings — parking, bus lane, transit lane — are disputed in writing with Hastings District Council via HDC — parking tickets and explanations. Officer-issued speeding and phone tickets are NZ Police notices and go to the Police Infringement Bureau; camera tickets (speed and red-light) are issued by NZTA (Waka Kotahi) since 2025 and disputed through NZTA's own safety camera notice process. Hastings publishes the standard 28-day / reminder / 28-day timeline but no separate appeal deadline — lodge your explanation before the due date on the notice, and don't pay first.

What Hastings District Council says it will consider
- HDC publishes no list — it says the Parking Team 'will take into consideration the law and general consistency of decisions'. That wording invites a legal argument: point to the element the council can't prove.
Published criteria are the council's discretion. The law adds its own tests every council must meet — was the restriction authorised and signed as the Traffic Control Devices Rule requires, was the alleged use inside the sign's hours, was the parking paid for, is the notice accurate. Our analysis checks those first.
What ticket enforcement looks like in Hastings
- Hastings issued 21,016 parking tickets worth $1.2 million in the first nine months of 2025, roughly half by its camera car. The car's overstay evidence is a sequence of tyre-position photos: if the images don't show the same vehicle unmoved for the whole alleged period, or the timestamps don't span the limit, the offence isn't proven — so the disclosure request is the whole appeal.
- Camera-car tickets in timed areas arrive by post about a week later, which removes your chance to photograph the sign. Say so, and put the council to proof on the sign's wording, hours and authorising resolution — HDC publishes a 'Parking Resolutions Summary' register, so the resolution for your street is checkable.
- The council's standard is 'the law and general consistency of decisions'. Use it: a time-limit sign with 'P' applies 8am–6pm on non-holidays unless it says otherwise (Road User Rule cl 6.4(2)); a loading zone is lawful while actually loading and attended (cl 6.16); a mobility bay needs the permit displayed (cl 6.4(1A)) — a valid permit that wasn't displayed is a strong waiver request.
- Officer-issued speeding tickets around Hastings and Havelock North are NZ Police (Police Infringement Bureau); camera tickets are NZTA (Waka Kotahi) since 2025. The council only handles its own parking notices.
Cameras and camera cars
Hastings has run a mobile licence-plate-recognition car since July 2024 — 5,326 tickets in the first five months of 2025 against 3,926 on foot. In metered areas a warden is alerted; in timed areas the ticket is posted to the registered owner. Overstays are proven by photographing tyre positions, an administration officer reviews each detection, and the council says 'your rights remain the same' — ask for every image with timestamps and the review record.
Paying, apps and machine faults
Pay-by-plate machines (PayWave, coins), the ParkMate app and ParkEasy QR. HDC publishes no meter-fault policy; attach the transaction screenshot or bank record, and report any fault immediately to get a reference.
Hastingsby the numbers — Police's own data
We asked Police for five years of infringement outcomes under the Official Information Act. Here is what they recorded for the Eastern Police district (Hawke's Bay and Tairāwhiti) between 2021 and 2025:
| Infringement notices processed | 318,196 |
| Notices waived (all reasons) | 7,652 |
| Waived after a written explanation was accepted | 448 |
| Sent unpaid to Ministry of Justice collections | 138,102 |
| Court hearings requested | 152 |
Source: NZ Police response to our OIA request, ref IR-01-26-24762 (July 2026) — the letter and full spreadsheet are on our data page. Provisional data from a dynamic operational database; includes all Police infringement notices, and 2025 camera figures cover January–June only (the camera network moved to NZTA on 1 July 2025). Police do not record how many disputes they receive, so these are counts — not a success rate.
The pattern is the same everywhere in the country: an enormous number of notices go unpaid to debt collection, a tiny number of people ask the courts, and a much smaller number than you'd expect simply write in — which is the one route that gets notices waived in the thousands each year.

How do I dispute a Hastings parking ticket?
Use Hastings District Council's online parking explanation form, or complete the printable form and email it to customerservice@hdc.govt.nz, post it to Private Bag 9002, Hastings 4156, or hand it in at the Lyndon Road customer service centre — before the due date on the notice. Attach your evidence and ask for the officer's photos and notes.
How does the Hastings camera car prove an overstay?
By photographing your tyre positions on successive passes and comparing them. Ask for every image with its timestamp and the administration officer's review record. If the photos don't show the same unmoved vehicle across the alleged time, there is no overstay.
The prompt-payment discount disappeared — was that lawful?
Yes — HDC removed its $2 early-payment discount from 1 October and fees are set nationally by the Land Transport (Offences and Penalties) Regulations. What isn't lawful is a fee above the schedule for the offence: check the amount on your notice against the Schedule 1B scale (for example $20–$97 for overstays, $70 for most other parking offences, $750 for a mobility park).
Where do Hastings speeding tickets go?
Officer-issued tickets go to NZ Police (Police Infringement Bureau); camera tickets are NZTA (Waka Kotahi) since 2025, disputed via NZTA's online form. The council only handles parking.
